If not a conspiracy, could they have known?

A friend of mine is not the type to provide evidence to this type of situation, but raised a question that I wanted to post to see what comes out of it:

"Do you think that the terrorists would have gotten leaked information about the hijacking exercises that were going to take place on 9/11/01?"

Any response to that question in quotes?

Easily, if the goverment was working this inside-job, that would explain the inside trained terrorists, i assume.

If not a government plot, how could the terrorist get the information to these exercises, clearly giving them the open advantage to make an attack?

Morelikely the goverment CREATED those trainings to make sure the
attack would succeed..
