The reason that it appears as though the airplane isn't moving is due to a phenomenon called visual parallax. When two object are moving in opposite
directions, they appear stationary to one another due to the placement of a stationary object and it's distant from said moving objects - in this
case the high tension lines. The plane is moving considerably faster than the car but is considerably further away from the power lines. As a result
the car need only move a couple dozen yards past the power line while the plane moves several miles past the power line for their points of reference
to appear unchanged.
