I'm not sure exactly how quickly something has to be shown to pass as 'subliminal messaging,' but would a tv advertisement that goes for 1/60th of a second count?

Guinness World Records published this record, but the book seems to have disappeared so I've dug it up on the website: Shortest TV Commercial.

Does anyone know if this could be termed subliminal advertising?

It appears from your link, that it certainly could:

The previous record – a subliminal ad for Bon Marche's Frango sweets – was relatively lengthy at four frames long when it was aired on KING-TV's Evening Magazine (USA) on November 29, 1993.

Making a commercial 1/60th of a second short, for the obvious reason of much added attention given thanks to the Guinness Record attempt: I would say it's anything but subliminal.
