No one pistol caliber bullet can, perhaps. Though I've heard tales of .45ACP doing a pretty good job of folding up everything from Banana Republic guerillas to Japanese on Bonzai charges.

If a bullet was throwing people down/folding up people, then the soldier firing would have the same thing happen to him when he fires the bullet.

That's why firefighters hold onto each other when firing the big hose, so they don't get thrown back.

It's not about 'throwing people down' but about destroying their ability to keep their own weapon on target ( you). For that you do not need to have them sprawling on the ground ( with that calibre bullets - holes/trauma - they are going down either way) but the quicker you can inflict overwhelming 'torgue' and ruin their effective participation in the firefight. That is the TRUE aim whatever the weapon you choose to use.

Comparing the persistent torque of a fire hose with that or a rifle is comparing apple's and elephants. When your holding the fire hose there is no time to readjust but there sure the hell is when firing 1/3 of a clip at a time. You do NOT have to put all bullets on target as the aim is SUPPRESSION ( he can't tell how bad the rest of the shooting is when the first 3-5 goes right over his head; he wont check by raising his head) which is basically creating the illusion of aimed accurate fire en mass. Whoever seems more able to fight ( whoever fires most , fastest) is likely to win the initial fires contest then giving them the ability to maneuver for the kill.

WONDER secret WEAPON Why does the OICW get into application so far ? it is just a secret weapon , the secret weapon is the terminator of the OICW.

And who knew? SK has taken 8 years to develop OICW and will field them, starting in 2 years. 2 per infantry squad.
