the US Senate and the US House of Representatives, is allowed to declare war, with their power to do so being left to them, and which in this new declaration of war against both Iran and Syria has taken the form of a US House and Senate Resolution, and which was the same legal device used to begin the American wars in Afghanistan and Iraq.

If I'm not mistaken, the last time USA declared war on anyone was against the germans in WWII. In the Korea war and the vietnam war, war was not declared. Neither in Iraq.
