Putin says kissing boy's stomach was like stroking a cat
Russians finally got an answer to the question thousands of people wanted to ask President Vladimir Putin - why did he kiss a small boy on the stomach?
During a live webcast today Mr Putin explained that the incident in the Kremlin on June 28, when he encountered the boy, called Nikita, lifted his shirt and kissed his stomach, was a spontaneous gesture similar to stroking a cat.
The phrase comes from the explosive exit of a cat from a bag when it’s opened, so suggesting an original connection more with the shock and surprise of the event than of disclosure of the secret itself.

Letting the cat out of the bag refers to when punishment floggings used to be administered with a cat o' nine tails-The Cat.
It was stored in a red baize bag, and when someone said something that would result in punishment, it was said that 'The Cat is out of the bag', meaning that the cat would be taken out fo the bag, and used.
