Ever seen Twelve Monkeys?

Brad Pitt is simply too cool.

check it out:

In this war on terror, while US is playing the part of Mr Pitt, chasing after small time monkeys, the al qaeda may well be busy developing Weapons of Super Destruction. Experts now say it doesnt take an expert to create a lethal biological weapon in your own home. Twelve Monkey senario is about to come true.
Terrorists are going to make a deadly virus right in their kitchen. Its possible that the H5N1 Bird Flu virus was created this way in London, by some nazi white supermist nutty professor. Ingredients are too easily available on the market. Anyone who has basic chemistry knowledge can pic and mix lethal biological agents. Government needs to get off its ass, and secure these substances.

There's a very prominent drop-off in lethality comparing home-made bio-terror weapons to military-grade weaponized whatever. I think a greater danger than homemade germs is the chance that terrorists of one variety or another could get their hands on the real deal: weaponized strains from defunct labs in failed states.

As terrifying as the prospect is, there are always a million and one things that can go wrong. Dispersal patterns are hard to control under ideal conditions, nevermind in a dynamic environment. Also, human beings are a nifty critter, we've got solid defenses (though by no means impervious).

Pick a germ, even a new and unique bug, and a certain percentage of the populace is going to have extraordinary immunity.

So, there are buffers between us and viral doom.

Let's hope they're enough, eh?
