Be impossible you need a strong foundation and the pyramid would collapse long before you could finish. Then there is the fact there would be no way to level it and when you get to the bottom how on earth would you insert stones with millions of tons on top of it.

He claimed that wet sand is as strong as concrete. ,

That's great, but its not true and it would take longer to transport a pyramids worth of sand from the nearest desert 10 km away than blocks from the quarry 1/2 km away, then when you've managed to pile up the sand to the correct height, what happens to all your calculations when the wind blows.

dry sand has the same dynamic properties as water,

Like its wet ?
and it flows like a liquid ?
Do you see the problem with the comparison there lol

Matthew 7:24-27 NIV
But everyone who hears these words of mine and does not put them into practice is like a foolish man who built his house on sand. 27 The rain came down, the streams rose, and the winds blew and beat against that house, and it fell with a great crash.”
Sauce

Or a Pyramid, you know, whatever.

Surely it rained once or twice during the construction, thus washing away all supports and leveling

Building a pyramid from the top down isn't a job for anyone called "Butterfinger."
