Khmer Rouge Justice

I just saw a brief story on the Khmer Rouge and it got me thinking, why is it taking almost three decades to finally see some justice for the people who were tortured and killed. the khmer rouge killed almost 2 million people!! i have a friend whose parents were tortured b the khmer rouge and were lucky enough to escape cambodia to canada but there were so many that did not make it. anybody have any speculation on why the long delay?
