I really dont get how they work ?

*do they email you updates like a forum ?
*Is it just like a forum or BBS ?
*what are the better ones ?

Like Makaveli27, I can recommend the UFO UpDates email List.

You can either subscribe and get emailed each email, or (more easily, particularly at the beginning) you can simply regularly check a webpage which lists the most recent messages. See below:

Of course, recommending the "best" discussion list for you would depend upon your interests (e.g. Lists focusing on particular regions, such as the UK) and tastes (e.g. skeptical or not).
