its certainly possible and would explain the lack of disclosure at this point in time. This so called network would take a significant amount of time to develop within a shadow government...

But I see where you're going with this the world is composed of vast nations which cultures often clash the easiest way to change certain cultures is through reshaping cultural institutions via technological progress and rationality. By creating a more rational and scientifically, technologically, and ethically advanced government/institution it would be easy to create a more efficient and overall better earth.

But I wouldn't necessarily say it has to be a military institution.

The governments throughout the world have at their disposal the best scientists from all subjects. The advancement of technology of this past century has been astronomical. I do not believe these achievments have come from their own study and works. If alien craft have been recovered (which has always been denied) this would explain why our advancement in technology has advanced so much. I also believe that the Crop Circles are a physical demonstation to the world at large that aliens are here and communicating (contrary to what our governments tell us).The officials will try to convince the world that the cheap immitation imperfect copies are done by a couple of blokes with boards, and then try to convince us that the perfect ones were done by these same people, why is it that they make excuses for something they pretend to know nothing about, they think the public are fools . the black budget operative directive would deem the technology commercially viable once the resource allocation for the dispersal had been properly adjointed to the engineering proponents. there by ensureing maximum revenue. releasing in an ever so meticulous manner so as to perturb the onset of foreign political, regional, militaristic, economical dominance. this can be done with every nation competing from different regional perspective having the most powerful nations flourish with wealth across the globe ultimately creating a one world government. this can just as easily be accomplished without a EBEHSEC.

Well I don't really agree with your speculative assertion entirely - but I think we have to face the facts that it appears the Aliens are not overly concerned with Human freedom and democracy.

Otherwise they would make themselves purposefully know to the civilian population, and avoid our current Human governments the way western countries often avoid/sanction Human Rights abusing countries.

And frankly, I cannot fault the logic of the Aliens wanting us to go to the inevitable one world government - rather than trying to deal with a bunch of primitive, tribal, anarchists.

Perhaps they feel we will culturally evolve eventually into an idylic free society, or perhaps they don't value individual freedom much at all, but the evidence suggests they are willing to deal with the type of immoral elitist people whom I (and many here) find morally repugnant.

I hope one day the situation changes to a more populist solution, but currently I think its clear that the Aliens are allowing the "underground" to run the show - whatever their true intention.

The funniest thing is, at orkut there was a topic in a Brazilian Ufology Community with almost the same subject that you presented here.
The summary of the topic is based on his following claims:

1º, He is a part of a group, a research technology group which aliens and humans were working together, and he was searching for a person that was in the community to join them.

2º, The group's purpose was, create new technogies to help human kind like: Cheap sea water -> drinkable water conversion, New energy sources, Better CPU equip, etc.

Until he find him, he was able to answer people's questions. Dude, MANY questions were asked, since alien-related questions, tech related to informal ones like "Omg, THEY REALLY EXIST? Do they like Heavy-Metal?"

And, to finish my post, one of the presented questions was:
"This tech develop. group exists only here, in Brazil, or in another counties too?"
And he replied: "They exist all over the world".

Hoax or not, who knows, but the was very convincing.
