Azerbaijan will start building a warship next year, military sources told the news agency APA. No details were given, including what sort of ships were under consideration, or who Azerbaijan might be partnering with.
While Azerbaijan has been the relative laggard in the Caspian Sea arms race (instead prioritizing equipment oriented toward war with Armenia over Nagorno Karabakh), recently it has evinced a bit more interest in its navy. As part of the blockbuster arms deal with Israel it is buying Gabriel anti-ship missiles, and just last month it said it would soon start receiving Uran-E naval missiles from Russia.
Azerbaijan has never before produced a military vessel, so it's safe to assume that it's not doing this by itself.
The most likely partner would seem to be Turkey
Turkey isn't the only possibility. During Russian President Vladimir Putin's visit to Baku in August, there was a naval component and talk about defense cooperation. And a dark horse could be South Korea
Azerbaijan's shopping list reportedly includes two submarine boats, naval destroyers, transport ships, T-50 training planes, attack helicopters, K-9 self-propelled artillery vehicle, drones, and fire control systems.
Seoul has donated some secondhand patrol boats to Kazakhstan, and has been in talks with Kazakhstan's navy regarding the sale of corvettes and to build a new shipyard on Kazakhstan's Caspian coast
When Israel announced that it was selling $1.6 billion in arms to Azerbaijan, Azerbaijani government officials took pains to assure their neighbors in Iran that the weapons were intended for a war with Armenia over Nagorno Karabakh, not for Iran.
But one item in the deal stands out: Gabriel anti-ship missiles. Obviously, landlocked Armenia doesn't have a navy. But one country has been a consistent irritant to Azerbaijan on the sea: Iran
The range of these missiles makes 130-260 km.

The presidents of arch-foes Armenia and Azerbaijan will meet in Vienna Tuesday for the first time in two years in a bid to restart stalled negotiations over the disputed region of Nagorny Karabakh, mediators said.

The United States Embassy in Armenia has issued a statement congratulating Armenia on its successful hosting of the November 18 – 22 “NATO Week.” The embassy says the United States values and supports Armenia’s partnership with NATO. NATO Week highlighted Armenia’s contributions to international peace operations and launched a joint Armenia-NATO effort designed to foster integrity and reduce corruption in the military, the statement says.

In connection with the death of an Armenian soldier as a result of a ceasefire violation by Azerbaijan at the northeastern border the Defense Ministry of Armenia has said that the Armed Forces will carry out “preventive and tough actions”.
The December 14 incident, the Ministry continued, “once again shows that the Azerbaijani side, disregarding the calls of the OSCE Minsk Group, continues to ignore the ceasefire regime, particularly during the period of the cochairmen’s stay in Baku.”
Although deaths of soldiers at the volatile Armenian-Azerbaijani border and along the line of contact near Karabakh are not rare, the latest deadly incident is the first since the meeting of the presidents of Azerbaijan and Armenia that took place in the Austrian capital of Vienna on November 19 as well as the December 5 meeting of the two countries’ foreign ministers in Kiev, Ukraine.

Armenians violated ceasefire again on January 27 at 12:30.
As a result of it, the officer of the Azerbaijani Armed Forces, Lieutenant Azizov Sabuhi Rustam was killed by an Armenian sniper while carrying out combat mission.
Under the order of Defense Minister, Colonel-General Zakir Hasanov, Lieutenant Azizov Sabuhi Rustam was awarded with 3rd class Medal “For Distinguished Military Service” for personal courage in the battle-field.
The martyr’s fellow soldiers took an oath to highly honor the memory of Lieutenant Azizov Sabuhi and avenge his blood.

On January 20-31 two servicemen of the Karabakh army were killed as a result of two subversive actions of the enemy and about 3,000 violations of the ceasefire. The Azerbaijani side’s losses include 8 killed servicemen and over 20 wounded.

Tensions were high at the line of contact between the Nagorno Karabakh and Azerbaijani armed forces over the past week, as a result of penetration attempts by the Azeri servicemen on the night of Jan 20.
Besides firing at the NKR positions, Azerbaijan also drew up armored vehicles and scrambled jets near the contact line.

Azerbaijan said its troops killed dozens of Armenians in clashes near the disputed region of Nagorno-Karabakh in the past two weeks as the International Crisis Group warned of an “unprecedented” escalation of tensions.
The Brussels-based International Crisis Group said “the nature of reported clashes and ominous statements by some officials mark an escalation unprecedented in recent years.”
Azerbaijan, which in December signed $45 billion of contracts with a BP Plc-led group to pipe natural gas to Europe, has repeatedly threatened to use force to regain control of the territory should peace efforts fail.
A further escalation will adversely affect peace talks, the Russian Foreign Ministry said last week, calling for restraint.

The probability of a full resumption of war in Karabakh is at least 90%. Another question is how soon this probability is realized. It depends, first and foremost, on Azerbaijan. Of course, I cannot predict when it will happen, but I am not going to guess. In addition, there is always a probability of uncontrolled escalation because of some accident, against the wishes of both parties. This may occur at any time.

Despite efforts by the OSCE Minsk Group mediators to downplay deadly attacks by Azeri forces against border towns in Karabakh and Armenia, Azerbaijan’s policy of aggression loomed over talks held in Yerevan on Wednesday.
The OSCE Minsk Group Co-Chairmen Igor Popov of Russia, Jacque Faure of France and James Warlick of the US were joined by Andrzej Kasprzyk, the Personal Representative of the Chairperson-in-Office in meetings with Armenian officials including the president foreign minister.
The co-chairmen were greeted at the foreign ministry building by protesters taking part in a demonstration organized by the Armenian Revolutionary Federation Nigol Aghbalian Student Organization and the ARF Youth Organization. The protesters were demanding that the co-chairmen abandon the fake objectivity condemn Azerbaijan for its policy of aggression.
The demonstrators contended that the co-chairmen’s posturing only encourages Azerbaijan to continue its military threats and advance the incursions, which are destabilizing the security of the region.

The OSCE Chairman-in-Office, the Swiss Foreign Minister Didier Burkhalter expressed concern about the deaths and injuries among military personnel and civilians on the contact line of Karabakh conflict zone, “Trend” reports.
"As the OSCE chairman, I strongly encourage the sides to make full use of the valuable opportunity provided by visits by OSCE teams to the border and Line of Contact for direct communication with one another, with a view to reducing tensions," Burkhalter told.

Armenia and Azerbaijan have vowed to observe a ceasefire over the disputed Nagorny Karabakh region during the Sochi Olympic Games, mediators said in a statement Thursday.
"The sides stated their intention to strengthen observance of the ceasefire and avoid further escalation, particularly in light of the upcoming Olympic Games in Sochi," said a statement from the Organisation for the Security and Co-operation in Europe's (OSCE) Minsk Group
The Winter Olympic Games are set to open officially Friday and run until February 23 in the Black Sea resort of Sochi, just across the Caucasus mountains that lie to the north of Armenia and Azerbaijan.

BAKU—Dozens of volunteers have appealed to the Azerbaijani Armed Forces expressing desire to fight against Armenia as part of the Azeri army after recent escalations of tensions on the contact line between Azerbaijani and Armenian troops.
Azeri authorities thanked those who appealed to volunteer, but it was stressed that there is no necessity yet, as Azerbaijan has a strong army that is able to restore the country’s territorial integrity.
If hostilities start in Nagorno Karabakh, Russia will immediately send troops into Azerbaijan, the member of former Karabakh Committee Ashot Manucharian said at a meeting with reporters today.

Azerbaijan said Friday one of its soldiers had been shot dead by Armenian forces along the volatile border between the foes who are locked in a decades-long feud over the disputed region of Nagorny Karabakh.
“(Azerbaijani) army servicemen Eshgin Guliyev died as a result of a ceasefire violation on Thursday,” Azerbaijan’s defence ministry said in a statement.
“He was shot dead by a sniper.”

Armenia has accused Azerbaijan of not respecting its pledge of ‘Olympic truce’ by continuing to keep tensions along the frontline with Armenian forces with ceasefire violations. Armenian Defense Ministry spokesman Artsrun Hovhannisyan, in particular, told local media that on the night of February 8 (shortly after the opening of the Winter Olympic Games in Sochi, Russia) Azeri forces violated the ceasefire in various sections of the border with Armenia, firing intensively at Armenian frontline positions and settlements.

An earthquake measured 5.7 magnitude on the Richter scale has stricken Azerbaijan's Saatli region at 16:06 local time.
"We expected some earthquakes in Zakatala and Ismayilli regions. However, we could not say specifically where and how strong they will be. The processes are decaying," he said.
Based on global program of earthquake prediction reports, some earthquakes are also expected in Georgia, Iran and Turkmenistan.

Norway will increase efforts for a peaceful settlement of the Nagorno-Karabakh conflict, Norwegian Ambassador to Azerbaijan Erling Shonsberg said on February 11.
Shonsberg made the remarks at a meeting with Azerbaijani Deputy Prime Minister as well as Chairman of the State Committee for Affairs of Refugees and IDPs, Ali Hasanov.
Shonsberg said his country will increase the efforts for a peaceful settlement of the Nagorno-Karabakh conflict, and expressed confidence that relations between the two states will continue to develop.
The sides noted at the meeting that bilateral relations are at a high level and Azerbaijan is interested in a further development of relations.
