Everything I've read is reporting this as an industrial accident.
I'm inclined to think that this isn't a eupamism either, I tend to think that this is an industrial accident. It was a storage depot for oil, fuel and kerosene.
BBC online are reporting that early theories include it being from a vapour leak that had built up.

There were unconfirmed reports that eight people have been killed in the large explosions near Hemel Hempstead, around 40 km north of London, the Sky News said on Sunday.
Hertfordshire Police said the explosion was an "accident" and nothing sinister.
