Thank you for your links to President Chavez. It was an interesting read and it is good to see what democratically elected leaders of a soverign nations are doing. Especially when they are elected by a sizable majority. (It seems nowadays quite a few just scrape in by fair means or foul).

As for your question about a Crazy Dog, I can well imagine your quandry and the best suggestion I can make is that you elect him (just) as President of the U.S of A. and then re-elect him (just) for a second term.
