At least here in the US, the land of the lawsuit, we have generally rephrased "Non-Lethal" to "Less-than-lethal", as sometimes these weapons do indeed kill people.

The laser weapon, although it may not kill, it will likely cause PERMANENT eye damage. It has been proposed for riot control use.... Gee... the government permanently blinding large numbers of American citizens who dont happen to agree with the leading administration... what a happy thought...

The microwave weapon has been field tested in Iraq during the first Gulf War... an Italian news crew came across a dead Iraqui patrol in the desert... They were very interested to note that all the bodies were completely charred crispy, although each and every uniform was completely uncharred and intact.... Care to name an incendiary weapon that will burn the body inside the uniform, but leave the uniform undamaged?

I remember hearing reports about iraqi solders being blinded by a new weapon, back just after desert storm had finished.

I remember there was more than one report on it at the time.

Most of the studies mentioned above concluded that the microwave effect, if it existed, was indistinguishable from the effects of external heating. However, it was recently demonstrated (Kakita 1995) that the microwave effect is distinguishable from external heating by the fact that it is capable of extensively fragmenting viral DNA, something that heating to the same temperature did not accomplish. This experiment consisted of irradiating a bacteriophage PL-1 culture at 2450 MHz and comparing this with a separate culture heated to the same temperature. The survival percentage was approximately the same in both cases, but evaluation by electrophoresis and electron microscopy showed that the DNA of the microwaved samples had mostly disappeared.
