Katrina-Oil relationships

I've been reading weather machine. Is this possible? I have researched energy companies and found out that most of them have large assets in Louisiana in the billion of barrels of proved reserves. Could this be a reason to get the people out of there and create debt to Lousiana Gulf Coast? In this way, the state is now committed to pay because of the rebuilding process.
