Changes to board home page (index.php)

Most will notice a change in the board's main home page. The way in which the blog/news and hot topics queries were running was killing the total load time of the index page... and the blog/news list was the worst offender. While this one page is only 8.5% of all our traffic, it accounts for almost 15% of CPU load... so something had to be done.

The blog/news list is now in an "inline frame" which most users should be able to see just fine. Breaking this up between two pages is much more efficient on the processor, rather than trying to accomplish too much on one page.

More changes will be coming soon in an effort to return optimum performance, while still being able to handle our current capacity, and more.
