Tech-Based Transmission to Brain for World Security

I propose a Tech-Based and/or Medicine-Based restructuring of the brain for those wanting to learn foreign languages to enhance world security. Naturally the tech-chemical system would have to be fail-safe. Imagine learning Russian in a day compared to a year. Please comment.
