That is what the orginal plan was called this has been renamed to the following that you will find on this link it talks about how to blackmail and start a nuclear war with north korea and how to go about it. There were orginaly 5026, 5027, and 5030.

5030 and 5026 to this day I have never been able to get a hold of the orginal was in pdf format this is a link that will show what the plan in pdf format used to look like. I belive that 5027 has been taken offline next to this link.
