Safety of landfill sites.

I read a report that i would like to share with other ATS members. It was a report in the lancet which claims that babies born within 2 miles (3km) of landfill sites are more likely to suffer birth defect than babies born elsewhere. If this is the case then do we need strict new laws to where these sites should be located. And would using insinerators not be a safer option.
