The rule would let facilities replace equipment -- even if the upgrade increases pollution -- without installing pollution controls as long as the cost of the replacement is not above 20 percent of the cost of what the EPA broadly defines as a "process unit," said the Natural Resources Defense Council.

This just goes to show that Bush is more interested in money than the Enviroment. He'll allow upgrades involving more pollution as long as the price is low enough. Disgraceful
