Just prior to the 7/7 attack on London, a security report produced by the intelligence services concluded there was no current threat.

Britain's intelligence services concluded Britain was not at risk of a terror attack shortly before the London bombings, it has been reported.

The Joint Terrorist Analysis Centre reported that "at present there is not a group with both the current intent and capability to attack the UK," according to a leaked confidential terror threat assessment report.

The report, issued three weeks before the attack, prompted the Government to lower the country's threat level from "severe defined" to "substantial", according to the New York Times.

It goes without saying that this was a highly incorrect conclusion to come to. What does this imply about the current estimates of the numbers of indivuals capable of carrying out further attacks?
Is it much worse than we think?

my take on it is that the supposed high-fallutin, tops-in-the-world Intelligence Operations are
still under prepared and overpaid

...It seems the Pakistini Security apparatus had informal dossiers on
those 3 (alledged) bombing dudes, when they traveled to Pakistan
& visited 2 (terror sensitive) Madrassas, went to(enclave) Lahore etc etc

->> it's just that Western Intelligence (including the US-UK partnership)
evidently were not in a mood or inclination to seek out activities and contacts between terrorist leaning organizations, militants. etc..
and benign 'tourists' from Leeds on a 'faith&study' tour of 3 months duration from Nov 2004-Feb 2005.
