Yep, that's about what mine looks like. Alot of times they are used in remote weather sensing stations and they might be used in roadbed sensors that collect and transmit traffic information to the central computer that controls the traffic lights.

It's usually for road signals and traffic lights. They're probably going to have a solar battery attached to traffic lights in case there's a power outage.
