1. Yup, If you mean the haarp in alaska that does some pretty bizzare environmental experiments, then yup, I've heard of this. Apparently, they can
effectively punch a hole in the atmosphere right out to space, why I have no idea. I've speculated before that there could be some way of getting
missiles into space quicker, but this is way out of my realms of knowlege.

2. Getting software to predict a specific event is fairly unlikely. Trends can be predicted in most things and if enough crunching power and input
data is provided, you can even get rough predictions. However, very clever minds have been working on this for years, and they can barely tell me what
the weather will be doing tomorrow. I can't see how it could ever provide any real details about terrorism.
