weather weaponary

Is there or has there been any technology that has attempted to use the weather as a weapon. This could be anything from messing around with the ozone layer to making strong winds or tornados.

I was thinking about this after reading about Kublai Khan failing twice to invade Japan due to a typhoon on both occasions.
