The energy costs for artificial light, and the costs for building and maintaining the underground complexes would be much higher than all cost savings
you described. Not to mention there are other risks underground like underground water, earthquakes etc...
It cannot be done with to plants but maybe in future it will be possible with some genetically engeneered biomass - that can be used for food
preparation while growing in laboratories or underground complexes like you described..
Not to mention there are such structures able to stabilize the enviromental conditions for agriculture - they are called greenhouses..And they don't
need to be underground...
