VERA radar system

I understand that it has three receivers so its a Multi-Static Radar system but its also passive.
but like tamara and Kolchuga and its friends it doesn't help #! e-missions are in check so there not gonna detect anything, because there are none.
Tamara and Kolchuga are useless allthough the Russians said, this system is very much alike so... is it useless too?

how does it work? I only get some specs from google.
my understanding is that is it just a listening device with multiple receivers!!!

Does anybody know how it works precisly?
