I was wondering, if your cellphone doesn't have any service, would dialing 911 still work?

No, 911 is no different than any other number when dialing.

All GSM/PCS compliant mobile terminals (phones) are required to be able to connect predefined emergency numbers like 911 or 112 even without valid subscription or inserted SIM card. And all mobile operators are required to accept emergency calls from every phone.
