Water and shelter (or the ability to shelter) are your two top priorities in order. Both are pretty easy propositions in Oregon. Depending on the location, I might not even bring water at all, but rather just purify it along the way and save the weight.

Two Portland men were found dead Saturday in the Gifford-Pinchot National Forest in Washington, according to police, after the pair went missing for three days while searching for Sasquatch in a heavily wooded area.
The two men, aged 59 and 37, have not been publicly identified. They likely died from exposure to the elements, based on “weather conditions and ill-preparedness,” according to a statement from the Skamania County Sheriff’s Office. The area has seen heavy rains and freezing temperatures in recent days.
The men went into the forest on Christmas Eve, but never made it home, launching a three-day search and rescue mission involving more than 60 volunteers. Rescue crews battled freezing temperatures, snow and high water before locating the men, deceased in a heavily wooded part of the forest.

some people just aren't willy woodsman and don't have a clue how to survive in the boonies. probably didn't take sh@@ with them when they went out got soak and wet then died due to hypothermia.
