What makes you think there should be the same percentage of the eligible voters turn out every election? People have different levels of motivation every cycle, for whatever their reasons might be. In 1996 turnout was at a local minimum of less than 52%. In 2020 it was at a local maximum of almost 66%. The turnout in 2024 is actually slightly less than it was in 2016. The 15 million people you are so concerned about stayed home. They probably thought that neither candidate was all that terrific.
