The new material is the ability to use lethal force against civilians in “certain circumstances”.
That IS the new material.
Now then. What certain circumstances is the question.

One could only guess since examples of the thought are in the recent History Books
Here’s the Full Justice Department Memo That Allowed Obama To Kill an American Without Trial
.... His death was the first public example of the US government targeting and killing one of its own citizens abroad based on the suspicion of terrorist activities, though the names of other Americans also appear on the Obama administration’s “kill list.”....
This is basically our government stating they have no qualms about doing it to American citizens in America as well. You're own government is far more dangerous to your way of life than the Iranian, Russian, and Chinese governments combined.

Good post. Joe Biden has been complaining all week about Donald Trump wanting to use the military against the "enemy from within" , if Americans elect him as our president.
What's going on here?

This is what you are up against. Generation Alphas are the kids of the millennials. Gen Alpha record themselves murdering other kids and post it on social media. They will be in our military soon after graduating highs school. So think hard about changing the new DOD directives.

I don’t see how this DOD directive overrides already codified law. Only congresss can authorize the military to act in a law enforcement capacity. And ever since 1878 that’s illegal. It doesn’t matter how many DOD power points you update or how many Executive orders you do.
Per Perplexity AI:
The Posse Comitatus Act of 1878 is a United States federal law that limits the use of federal military personnel in enforcing domestic policies within the U.S. It was signed by President Rutherford B. Hayes and originally applied to the Army, later including the Air Force, Navy, Marine Corps, and Space Force. The Act was enacted in response to the extensive use of the military during the Civil War and Reconstruction, aiming to prevent military involvement in civilian law enforcement unless expressly authorized by Congress.
THANKS!!!
It's being now discussed that this directive is a trial ballon more than anything else. The patriot act & Covid eroded a ton of US freedoms an this is just another grab at it. Eyes on the US public to gauge reactions by "somebody".
By the way things are being whipped up over election instigated civil war it's easy to think this is preemptive. With the kerfuffle of power grabs over who can help the flood disaster area's in NC/KY/TN "somebody" may have jumped the gun for the next hurricane disaster.
Anyone reckon yet that when nothing happens after the election, that this Dem drama is just another false flag cause in reality they're just bluffing their way thru this election cycle, that we don't have a plan for "normal"?
