100%. I did an ICS 300 class earlier this year for work at a FEMA headquarters building. That 3 day training could have been an online powerpoint. All that class managed to demonstrate is that FEMA cares more about who is in charge than who they are helping in any way shape or form. It was a fuxxing nightmare.
