That is what the 2nd enables - Proliferation of arms (not just firearms) to be used against tyranny (how ever it is perceived).

Or any perceived threats that may rise from the policies enacted upon
any group of people falling under said tyranny. Like the illegal dumping
of migrant murderers, drug dealers, rapists and thieves etc. Right into
our neighborhoods. Surely you don't believe people just shouldn't be armed?
