Fortify your community. Vote in local elections, primaries, and run-offs. Get on your local councils, school boards, etc...
Have good relationships with your neighbors. Find like minded individuals and train with them.
Discuss plans with your community for when the hoards start moving out of cities because they can't feed themselves.
