Because he hasn't been able to leave Russia.

If he were to leave Russia and go somewhere that is not North Korea, China or Iran, or a handful of others, he would be arrested.

The same thing is about to happen to Israeli government and military officials. While Israel is signatory to the ICJ, they are not to the ICC. Israel can't arrest them and deliver them, but they will not be able to go anywhere, just like Putin.
