As Bennie Thompson has pointed out, the prisons aren't equipped to house and protect an individual the way the law requires a US President, or former US President to be protected.
Even the Philippines didn't put their President, Ferdinand Marcos, or his wife Emelda, in prison. They exiled them to Hawaii, where the US Government agreed to protect them. We can't do less for one of our own Presidents.
Unless Congress passes a law that the former President is not entitled to protection. That means not entitled, even in prison.
