A bit of context.
Communist countries regularly conduct "anti corruption" drives that generate convictions of targeted persons.
It sounds good at first glance, but the hidden bite is that communist societies are overwhelmingly corrupt by nature. All the talk about social
equality is just that: talk. On the sides, people are on the take as much as possible to get one over the system.
Thus, the "anti corruption" and "fraud" cases usually boil down to the settling of political or personal scores, but are given a veneer of
respectability because the government is involved.
