Helium balloons are not "an example of anti-gravity" of any sort.
Helium balloons, like boats on the water (or more precisely, submarines in the water), rely on buoyancy, not anti-gravity.
To the extent that buoyancy is a function of volume displacing a greater mass than the weight of the craft, both balloons and ships depend directly on gravity.

What exactly is supposed to be new or revolutionary about this? It has been long known that you can float pencil lead (graphite) on rare earth magnets. According to the linked article, that is all this is.

Do you accept he created a levitation device and was flying over the Russian countryside? Is there any evidence of this claim like people who probably saw him flying with his device or any photograph?

We are all reminded of the dogmatic views some people have when they say levitation without using any external energy source is impossible or that anti-gravity propulsion systems are a figment of the imagination of conspiracy theorists. New technologies are always developed and as the article says it could open the door to gravity-free technologies in the future and who knows one day we may discover a range of other materials having properties we cant even imagine.
