This decision was made October 14th and this is the WHO's 14th General Program of work.

President Trump states something most curious. When he pulled out the WHO came back and offered him the opportunity to contribute $25 million and he could go up to $30 million.

Joey didn't bother following up on that and paid the $500 million. Maybe President Trump isn't aware that this has skyrocketed to $1 billion.
