The incendiary law grants Indian citizenship to persecuted Hindus, Sikhs, Buddhists, Jains, Parsees and Christians from a few nearby countries. Muslims are pointedly excluded.

I guess if you're a persecuted Muslim India is the wrong place to try and go.
Most other religions are OK.
I know there have been some issues with Muslims in India...and a lot of other places too...but I'm wondering why India has decided to enforce this 2019 law now. Does anyone have any idea?

^^ That. They don't want more Muslims because of the problems they've had with them.
They don't have the same problems with christians, buddhists, other hindus, etc.
