So what you're saying is that the intelligence agencies put Donald Trump in the White House when they came out with their 2016 October surprise, making aligations credible that Hillary Clinton mishandled classified documents. Though they would not seek to prosecute her, they did considerably damage to her campaign weeks and days before the election.
All the while, as they were setting Clinton up for a loss, they were illegally gathering/creating damaging information with which to blackmail Donald Trump who they were actively helping to win the election. Their hope was that they would be able to control President Trump with the information they had gathered.
