Putin can say what he thinks because he's not an elected official nor is he affiliated with any federal agency in our borders, but let's stick to facts concerning the GOP nominee.
It's bad form for the leader of another country to express a preference for a candidate of anther country's upcoming election so although Putin can say what he thinks the protocol is to not to comment on specifics ... unless you have an ulterior motive , which he does.
Sadly Biden can't express an opinion on who he'd prefer as president of Russia because the opposition are either in prison or have been bared from standing so we know who the next president of Russia will be.

It looks like he's trying to help save Biden by joining the administration in trying to counter the overwhelming perception that Joe Biden is mentally incapacitated.
Speaking to Russian TV in an on-camera interview on Wednesday, Mr Putin said Mr Biden's leadership would be better for Russia because he was a "more experienced person, he is predictable, he is a politician of the old formation".
