I don't think a pardon works like that, even a presidential pardon. Joe Biden and Hunter Biden cannot be pardoned before each is actually convicted. Only after.

That is incorrect.

A president can pardon anyone, be they convicted, indicted or otherwise. (See Nixon for example)

However there is a question whether or not a POTUS can pardon themselves as it's never been tried.
