Go back and read what the article actually says: They are "...preparing to take legal action and send letters to Trump appointees spelling out consequences they’d face if they undermine constitutional norms.
“We’re already starting to put together a team to think through the most damaging types of things that he [Trump] might do so that we’re ready to bring lawsuits if we have to,” said Mary McCord, executive director of the Institution for Constitutional Advocacy and Protection at Georgetown Law."
Demanding that Trump and his followers abide by Constitutional norms and federal laws is literally the exact opposite of insurrection.

what is a "constitutional norm"? is that like trying to jail your political opponent before an election? Inquiring minds want to know.
Those "Constitutional Norms" are whatever the political left deem necessary to achieve their desired outcome, as has been evidenced by the last 8 years.
They don't want someone undermining THAT. So they need to preemptively draft every lawsuit possible and leave nothing but the dates blank so that if he does get reelected, there will be a new lawsuit filed every time he farts.
