Most of President Trump's 2017 through 2020 cabinet were good, strong, smart, loyal people.

His main thorn was the DOJ/FBI. That was by design, in order to protect high-level government and private industry crooks.

The "dictator" aspect will be removing that protection and indicting those crooks. The ones President Trump referred to in mid-2020 when he proclaimed, "WE CAUGHT THEM. I CAUGHT THEM ALL!!". (i.e. Their crimes are documented...awaiting DOJ punishment, beginning in 2025.)

I have no clue why Biden would want to remain President, with most Americans aware he tried to have his #1 Republican opponent thrown in jail, and Democrat competitors prevented from being on state ballots.
