It was a masterful 10 Year "plan".
20 years later, Homelessness still persists!!

For what it's worth, there have been large numbers of homeless people randomly disappearing without any rhyme or reason......
Sounds to me like they missed their initial mark and they're just trying to hurry it along now.

"Persists" is a huge understatement of what happened... lol Since 2016 they have spent about 50,000 dollars per year per homeless and got nowhere. The argument is the homeless system provides a ton of jobs that people do not want to lose, so the goal is never to fix it.
