A more specific threat might be required to trigger community safety guidelines. He has to be a visible, credible problem and not merely a keyboard ninja. Because he's Muslim and that invokes "special consideration".
We're a long way from the brown panic of the al qaeda days.

Actually they can't. There holey book says to do that is against there religion. They can lie to an infidel or do anything else all they need to, but they are not to go against another Muslim. The sects do kill each other but within there own sect, that is what there book says.
