What most people don't realize is that the category of Restricted Data was set up by an act of Congress when it passed the Atomic Energy Act of 1946, not by the Executive Branch. For that reason, the POTUS does not have automatic access to all Restricted Data. The Secretary of Energy is the gate keeper of RD and is the only one who can grant access. Traditionally, the POTUS is granted a Q clearance upon taking office because he/she does have a need to know certain kinds of RD.

But the really good stuff is held at a classification level above Q.



Exactly. I'm going to use what you said to add on.

Our presidents don't have clearance to see and hear all they want because in a democracy, presidents are temporary. In a more authoritarian country, the leader will know everything there is to know, every last capability their military has. They rule with an iron fist. Putin, or Xi, or Lukashenko, for example -- there is nothing about their military they don't know.

Our presidents in the US are 4 to 8 years, and they sometimes don't even keep their clearance. Our presidents cannot know our super secrets, until there is an option to use one.
