Question regarding submission of stories

I have been under the impression that everyone with under 75 approved submitted stories has to have their stories voted on but this does not appear to be the case for atleast one person. Can someone please explain why thelibra's submissions have no option to vote on them?

Well if that shield is protecting him, he will never get the stories updated will he
