List of UFO Black Budget Projects

Here is a overview of different types of Black budget projects that has been leaked by various ufo whistleblowers.

These Black budget programs can be sorted into 5 categories.

1. Advanced Weapons Systems

Project Excalibur: During the 1980s, President Ronald Reagan initiated the Strategic Defense Initiative (SDI), an anti-ballistic missile program that was designed to shoot down nuclear missiles in space. Otherwise known as “Star Wars,” SDI sought to create a space-based shield that would render nuclear missiles obsolete with the use of a directed laser satellite weapon from space , the directed energy weapon can also be used against enemy ships and bases.


Project Deepwater: The project involves the construction of secret underwater bases for the deployment of submarines and other weapon research. Some underwater bases are also occupied by non-human extraterrestrials. These underwater bases are located near Aleutian Islands In Alaska , Gulf of Mexico , off the coast of California ,the Pacific ocean and near the warm lakes in Antarctica. All bases are under complete control of the Department of Naval Intelligence.

2. Crash retrieval & reverse engineering of Extra-terrestrial aircraft

Operation Moondust : Operation moondust was the first UFO crash retrieval program that was created by U.S Airforce. In 1953, the Air Defense Command created the 4602d Air Intelligence Service Squadron (AISS) and assigned it to the official investigations and retrieval of UFOs.
Today these teams fall under a different name , they work alongside seal teams, recon teams, and Delta force wearing black fatigues with no insignia. These teams are always present during UFO crash retrievals and generally take command during such incidents. They would sometimes be accompanied by a Lieutenant colonel from the Airforce and members from the DOE during a crash event.

Operation Blue fly: The project was created for the reverse engineering of UFOs or spacecraft that were obtained by the crash retrievals from Operation Moondust. The reverse engineering took place at S-4 facility and Wright-Patterson AFB. There are several hangers at the facility where the aircrafts were stored which was code named “Blue Rooms”.

Project Aurora: The project involved the development of reversed engineered aircraft with anti-gravity propulsion systems, the program started in the 1970s. The following aircrafts in the Aurora program are still classified:

Project C-A-R-E-T: The classified project codenamed CARET (Commercial Applications Research for Extra-terrestrial Technology), was started in 1984 by the U.S military with the attempt to reverse engineer extraterrestrial probes/drones.

Project Galileo: The project dealt with the propulsion system and was the main area of study for Lazar. He was taken to the briefing room and told to study reports about propulsion and the role of gravity as the propulsion medium. 3. Off planet space missions.

Project Redsun: On August 28, 1973, NASA and the US Department of Defense endowed a top-secret mission. Its name was Project Redsun while its aim was to reach Mars. As some leaked documents revealed, the project involved the American astronauts Buzz Aldrin, Neil Armstrong and a USSR associate named Vladimir Ilyushin. The following video allegedly dripped from a compilation of 16mm footage utilized in the preparation of the astronauts for their mars mission.


Project Moonshadow: Project Moon Shadow was a MILAB program designed to train genetically augmented humans. Many of these projects assessed the eligibility of sensitive individuals for work as intuitive empaths, which is a position that involves interfacing with extraterrestrials who have evolved beyond the need for vocal utterances. Usually, these naturally born empaths were identified from a distance using reverse-engineered alien technology. The developers of Project Moon Shadow, however, genetically engineered embryos from the ground up that were then implanted into unwitting female hosts. These children would be born and live a few normal years before being brought aboard secret space program craft in the dead of night. They would then be flown to the Moon where they would participate in training exercises to enhance their abilities ,The project consisted of 300 boys and girls who were specifically trained to communicate , interact and work with extraterrestrials.

Project Solar Warden: The project is claimed to be a secret space fleet tasked with monitoring and protecting Earth from extraterrestrial threats. The secret space program is currently ran by the U.S. Space Force. It is responsible for monitoring all incoming and outgoing traffic in the solar system. It patrols and defends our solar system. It will also travel to other star systems for offensive missions. Around the late-90’s, Solar Warden changed its name to Radiant Guardian.

The U.S. Air Force began working with aircraft companies in the 1950’s to design spacecraft carriers. They were eventually constructed in the late 1970’s inside massive underground shipyards beneath the Wasatch Mountains of Utah.
In 1980, President Reagan was briefed on the existence of four or five ET races and on Project Solar Warden. Afterward, Reagan pushed forward the Solar Warden agenda even further than anticipated. The first battle group became operational in 1984. The fleet received major upgrades during the Reagan administration.

4. Time travel Projects

Project Rainbow: Associated with the alleged Philadelphia Experiment, where a Navy destroyer escort is said to have become invisible and teleported. In the Philadelphia Experiment the U.S. Navy conducted experiments in invisibility and time travel aboard the USS Eldridge during World War II. The ship is said to have disappeared and reappeared in another location.

Project Pegasus: Project Pegasus was the classified, defense-related research and development program under the Defense Advanced Research Projects Agency (DARPA) in which the US defense-technical community achieved time travel on behalf of the US government. Experiments allegedly took place in the late 1960s and early 1970s.

Project looking glass: The Looking Glass technology was a device that was used to look backward and forward in time, using the consciousness of an operator as a type of steering mechanism. The operator would sit in a chair that was recovered from a downed extraterrestrial craft capable of interfacing with consciousness directly. When the device was turned on, strong toroidal fields of energy cycled about a pouch of water at the center, which acted as a sort of resonator for in-streaming energies from the point of focus maintained by the operator. The data was collected and projected onto video monitors at incredible speeds, which later needed to be de-interlaced to reveal discernible images.

The Looking Glass dealt with time distortion. More specifically, this program dealt with the physics of seeing the effects of an artificially produced gravity wave on time. The looking glass device which was situated Area S-4 (level 4-2), used a barrel housed within the center hole of a doughnut-shaped structure. During operation, Argon gas was sprayed into the center of the rotating barrel. A number of powerful electromagnets encircled the barrel, and as the power is fluctuated into the magnets and the orientation of the magnets is changed, it dials into the probabilities within hyperspace, contacting wormholes to various probabilistic universes.

5. Military abductions for drug & mind control testing (MILABS).

In Jacques Vallée’s book, Forbidden Science 4, he describes a document he has in his archives. Dated Thursday, March 26th of 1992. Vallée writes :

“I have secured a document confirming that the CIA simulated UFO abductions in Latin America as psychological warfare experiments.”

Project Mannequin: Project Mannequin is a mind control and genetic manipulation program run by DARPA & the National Security Agency (NSA). The project involves the kidnapping of targeted civilians and also certain intelligence and military people. Some of the intelligence and military personnel have volunteered for the project, but many have not. Victims of project claimed to have received brain implants and exposed to psychotropic drugs for mind control programing.

Project Montauk: This was allegedly a classified U.S military project. The experiments conducted at Montauk involved abuses and unethical practices. This includes mind control and brainwashing techniques being employed on individuals, as well as allegations of abduction and abuse, particularly involving children.

Project Plato: In May 1954 again under the Eisenhower administration the third extension of this treaty was signed called 'The Grenada treaty'. The extraterrestrials blatantly broke the terms of this treaty. The grenada treaty was agreed upon at the Holloman air force base in New Mexico by the greys and the 'Ultra' unit in the NSA. The original document of this treaty and the ET materials from it can be found today at the NSA facility called 'Blue moon' underneath Kirkland air force base in New Mexico. The entrance to this underground base is in the Manzano mountains. Also at this location is the technological base of the secretive department of energy (DOE).

On April 15 1964 two intelligence personnel met under 'Project Plato' with the greys in the New Mexico desert to arrange a meeting on April 25 at Holloman air force base in New Mexico. This meeting was to renew the treaty again in order to solve the problem of human abductions.

Thank you for posting all this. One can only hope more whistleblowers will come out with evidence in the future. I just wish someone in one of these programs would say "# it" and leak videos and photos. Granted, their lives are on the line for such high-level leaks.

What I find interesting is "black projects" by their very nature provide no info- classified.

I'm guessing IF you got some info...it's incorrect, misleading, mis-directed...meaning yes you've accumulated statements and names and events but I'm proposing we are being mislead...still, right now..

So...if 1/2 of the info is incorrect, and perhaps 40% is incomplete in name, budget and direction...it's the 10% left that's real and perhaps based in facts.

But "black projects" are called that for a reason...you won't get even a remark as to it's existence...or "budget".

You've provided much "grey info" from "black projects...yet its very nature...is to not provide us with explanations...they are black: policies, points, principles and finance...aren't disclosed open to discussion. Yet you've found a bunch. As such...I'm suspicious of any "explanation" or "budgets" for black projects.

Thanks for posting this. I too wish there was more actual proof of these things. I figure most of them are true one way or another. If there is anything I have learned since the 911 op and the covid op, even back to the Kennedy assassination op, it is that the government agencies love to debunk the truth. So the more debunking I hear the more I am inclined to believe the whistleblowers. The whistleblowers might not have all the answers but all the government does is lie. The world is far different than we have been led to believe. Thanks again.

For me I call out elizondo and others as disinfo whores, why. They never once discuss the active crash recovery protocols which has used hundreds from the military around the world over the years.

Edgar Fouche is a self admitted liar, and his claims have been torn apart several times. There has never been any evidence of those aircraft existing, even in rumor.

Project Aurora was the classified funding and development for what became the B-2. The program formally began in 1979, with black project development following. DARPA was working on a stealthy bomber starting in the mid 1970s. The Northrop aircraft, which became the B-2 was developed under Senior Ice, with the Lockheed entry being Senior Peg.
